Enis is a simple man, that simplicity manifested by a willingness to follow promptings without seeing the whole picture. This is something that Kevyn cannot do and why he takes command of his life. A life of defending the pass is very simple and that is both comforting and boring to Enis, though he is dealing with it. Kevyn abandons the covenant and the pass, along with others, and replacements need to be found. This is the main trust of the Prophecy story. Daavor, Michiana, and Westlyn get wrapped up in it, as well as with their own personal agendas.

Of course, we know that each desire gets corrupted to some extent and only Enis (and God's) purpose in re-investing Waykeep is actually fulfilled.
